Central Massachusetts Regional 911 District: Transition to District Governance Completed

Rutland, MA – May 14, 2025 – The Rutland Regional Emergency Communication Center (Rutland RECC) is proud to announce that it has officially transitioned to a district governance model, now operating as the Central Massachusetts Regional 911 District (CMR 911). This transition represents a significant milestone in the evolution of regional emergency communications, enhancing service quality and governance for member communities.
The initiative to establish a district model began in 2017, spearheaded by former Rutland Town Administrator Margaret Nartowicz and Executive Director Michael Moriarty. Despite initial setbacks, including a vote against the district model by two communities, the topic was revived approximately one year ago. Under the leadership of Rutland Town Administrator Austin Cyganiewicz, Hubbardston Town Administrator Nathan Boudreau, Executive Director Michael Moriarty, and Deputy Director Elizabeth DeFosse, the concept gained renewed momentum. Working closely with town officials from Barre, Hubbardston, Oakham, Rutland, and Warren, the proposal was unanimously approved by all five communities.
To ensure the transition was in the best interest of the communities, a comprehensive feasibility study was conducted by the Collins Center. This study provided valuable insights into the benefits and sustainability of a district model, reinforcing the decision to proceed.
The success of this transition would not have been possible without the guidance and support of Peter Kinnas, Director of Special Projects at the State 911 Department, whose expertise and assistance were instrumental throughout this process.

Benefits of District Governance The transition to a district governance model provides numerous benefits for member communities, including:
• Enhanced Local Control: Each member community now has an equal voice in decision-making, ensuring that local priorities are considered in the administration, operations, and financial management of the district.
• Improved Resource Management: The district model allows for centralized management of emergency communication services, reducing costs and improving service quality.
• Scalability: The district structure supports future growth, allowing additional communities to join, further strengthening the region’s emergency communication network.

Greater Financial Stability: As a district, CMR 911 can access additional funding opportunities and streamline financial management.
As part of this transition, the Rutland RECC will rebrand as the Central Massachusetts Regional Emergency Communication Center under the Central Massachusetts Regional 911 District. A public education campaign will be launched to ensure residents are aware of the name change, emphasizing that the same high-quality emergency communication services will continue without interruption.

Structure Fire

At approximately 2:08pm on Friday, January 12, 2018 the Rutland Fire Department was dispatched to Countryside Condominiums at 176 Maple Avenue for a reported fire in one of the apartments. Within 2 minutes Captain Bassett, who lives nearby, reported heavy smoke and fire conditions visible and ordered a 1st alarm working fire assignment. Shortly after, Chief Knipe arrived, observed several occupants trapped on balconies and ordered a second alarm. Chief Knipe also observed one occupant outside with serious burns and requested a Paxton ambulance to assist with treatment and transport of that patient. Rutland Engine 2 aggressively attacked the fire and conducted initial search and rescue operations in apartments adjacent to the apartment of origin. Rutland Ladder 1 rescued 4 occupants that were trapped on balconies, 2 via ground ladders and 2 via aerial tower. Engine 1 conducted search and rescue operations in the rest of the building to ensure everyone was out and also rescued 1 occupant from a third floor balcony via ground ladder. Multiple mutual aid companies responded to assist and also rescued several pets. The building is uninhabitable. Rutland CERT Team and the Red Cross were on scene to assist the many occupants who were left homeless.
Rutland Snow Removal

Good Afternoon this is the Director Of Communications with an Important message from the Rutland Department of Public Works.
The DPW is currently shelving snow in anticipation of future storms and also to reveal catch basins for proper drainage, especially with the forecast of rain this week.
We apologize for this inconvenience as wind rolls of snow are being pushed into driveways. This shelving or pushing back process must be done for storage, drainage, and to keep our road widths so as not to impede two directional traffic.

Rutland Dispatch New Phone System

The Rutland Regional Dispatch Center is pleased to announce the official launch of the new VoIP Business Line Phone System. In an effort to provide the communities a reliable and redundant phone system for communication between public safety agencies and the public.
Residents and members of the public will now be greeted by an Auto Attendant when calling the non-emergency Police & Fire lines for the towns of Barre, Hubbardston, Oakham, and Rutland. Each community will have their own sub category menu with multiple different options to choose from. This system will now provide emergency telecommunicators with caller id and multiple other upgraded options that the old system wasn’t capable of providing.
